The short version of who we are
Empowering Human Services, LLC is a certified Residential Habilitation agency based in Idaho Falls, serving all nine counties of Idaho Region 7. We were founded by two leaders with 32 combined years in the field — Angel Fell (agency administrator, 18+ years, started as a direct support professional) and Julie Virgin (QIDP, MSW, trauma-informed care certificate, 14+ years).

What services does Empowering Human Services provide?
Residential habilitation (ResHab) and supported living for adults with developmental disabilities (DD waiver) and physical or other disabilities (Aged & Disabled waiver): 24/7 high and intense supports, hourly in-home supports (typically 30–70 hours/week), skill development, community integration, health and wellness coordination, and trauma-informed behavior support.
Who can receive your services?
Adults 18+ living in Idaho Region 7 (Bonneville, Butte, Clark, Custer, Fremont, Jefferson, Lemhi, Madison, Teton counties) who are on the Idaho DD waiver (developmental disabilities) or the Aged & Disabled waiver (physical/other disabilities, nursing-facility level of care).
What does it cost the family?
Nothing for covered services — the DD or A&D waiver pays. In residential settings a participant may contribute toward room and board from their own income; the services themselves are waiver-funded.
How fast do you respond to a referral?
Within one business day — a phone conversation about the person's needs, support level, and what we can offer. No pressure, no pitch.
Can we switch to EHS from another agency?
Yes. Participants and families choose their provider and can change at any time. We coordinate with your plan developer and the state so the transition is smooth and services don't lapse.
What makes you different from other ResHab agencies in Idaho Falls?
Founder-led: you talk to Angel or Julie, not a call center. Clinically strong: our QIDP co-founder's trauma-informed approach means we take participants with behavioral needs other agencies decline. Deliberately stable staffing: consistent DSPs, low turnover. Small on purpose: we know every participant and family by name.
Do you provide adult day programs?
No. We specialize in residential habilitation and supported living. For adult day health, we'll point you to the right Region 7 providers — your targeted service coordinator can add them to the plan.
